![]() Some scenarios will have units that will almost never attack but will dynamically try to move to defensive locations and will attempt to break out of encirclements, while others are actively seeking to make positive attacks, and others still that are entirely static (such as the pocket of infantry you created in Breakout). Just because the unit is there and it can fight back on defense does not mean that it has the trucks and horses necessary to move, or the cohesion necessary to even try. The player is always in a commanding position because almost every scenario involves an active offensive operation planned in advance to make these kinds of movements, but the enemy is often not as prepared and it should be no surprise that late-stage German armies lack the capacity for large dynamic movements. ![]() (Which, side note, is not as insane as it sounds not even considering some of the more deranged Hitler directives, mobile and offensive operations is really hard! It takes a lot of supplies and logistical capacity to have a unit move and attack with any cohesion. In Victory in the West many enemies are coded to be mostly if not entirely passive in some scenarios.
